I've changed the url to use mirrors for some of the latest releases
and milestones versions: http://gemoc.org/download.html
however I'm not sure weither we should also add a second link on the
download page to the CI as an alternative for development versions

another possibility to investigate is to use urls like:

https://download.eclipse.org/oomph/epp/2019-09/R/eclipse-inst-linux64.tar.gz
as it uses local mirrors
the downside of this url is that you may not have the very latest
version as it works only for releases and milestones
(look at https://www.eclipse.org/downloads/download.php?file=/gemoc/packages/
and accept the mirror to see the content )

More seriously, the same from Inria,
thus this is clearly a problem on the Eclipse side!
Is there a known problem with
the download server at the moment? I’m trying to
download the latest nightly build from https://download.eclipse.org/gemoc/packages/nightly/ and am
getting download speeds of just 100K/s. This
doesn’t appear to be a problem on my side as all
other pages I access seem to be working OK…
The same problem occurs when
I try to download the latest release.
