[gef-dev] HEAD Stream is now 3.0 development

2.1.2 will be released in a few weeks, but HEAD stream is being used for 3.0 work already.
the branch R_2_1_2_Maintenance has been created from version R_2_1_2_RC1.

It will take us a little while to get the versions all switched over to 3.0.0. Also, 3.0 builds might not occur until 2.1.2 has been declared. This is because we don't have dual build story right now.
