Yes, Equinox does stop bundles by start-level
from highest to lowest.

Hello there,

Do I have control over the order in which my custom bundles
stop when I do a sp_stop to a Equinox Servlet? my custom bundles
are listed in config.ini. Does Equinox stop bundles according the start
level from high to low?
