All, While the consistency is part of releng role now, moving your package into and out of incubation is still the package maintainers job.  AFAICT Committers and DSL contain incubating components but are not labelled as such. As the epp.website.xml and the actual package names can be updated until just before the release date we have about 5/6 days left to get this right. For other packages I don't know for sure they don't have incubating parts, so I leave it up to you to do the review.

You’re right, that was my fault; the comments in the file threw me off a little. I have a gerrit change building now that is more consistent with the Rust and _javascript_ packages. The remaining projects from your list will hopefully align their changes similarly.
