These days, the download.eclipse.org server rapidly drops connections:

"Dropped Connections" is a wild misnomer for something that is part of
HTTP/1.1 RFC. We can increase timeouts and add HTTP headers, but in the
end, won't resolve the issue you're having with org.apache.http.
Please don't take offense with regard to the download.eclipse.org server.   Of course it's normal that connections are closed automatically by the server.  If I had complete control over the client implementation details I would do something to ensure that when a NoHttpResponseException happens that a new connection is created rather than trying to release and already-open connection which is much more likely to also already be in the normal closed state.
