[epp-dev] EPP for the Dart programming language

Hi,

we are working on support for Dart  and Flutter in the IDE and would
like to provide a dedicated EPP (without Java, etc) for Dart similar
to the Rust EPP.

We think that providing a very lean Eclipse for Dart will help to
improve the reputation Eclipse has in the mobile (Android) development
community.

What is the process and  prerequisites for creating a new EPP?
