Short answer: Yes, all your assumptions are correct, as long as the icon is not baked into the package.

However, I'd suggest to change the icon URL to "png" in advance and use this format instead of JPEG.

Currently, the icon is hosted on [3] and it is not really packed in the EPP package. So, I believe it will be possible to request the webmaster to upload the new icon on the same URL [3] and it will be automatically displayed on the download page.
