For Java EE, you could look at our follow our example, but other than that, I don't have any special knowledge about it. I think its all documented in 'help' and/or in articles about "Product Customization".

In our Java EE IDE feature, we include the custom welcome page stuff from a separate plugin, which is in the webtools cvs repository, under

webtools.releng/plugins/org.eclipse.wtp.epp.package.jee.intro

My understanding is that a package can have their own welcome screen.   I believe the Java EE has their own.  Maybe someone could explain to Cedric how to do this?
