Thanks Jordi and Jeff.
I had mistakenly assumed that the code was from the existing yoxos.com
code, based on some earlier conversations. I agree that a CQ is not
required (though the rules are actually a little grey in this case).
Jordi, I took a quick look through the code and noticed that many of the
classes are missing copyright notices. You should probably add them at
your earliest convenience.
Was a bugzilla entry created for the new component?

Thanks for providing the background Jordi. Related to the CQ part,
since this was all done by EPP committers as part of the wizard
component it would not appear to need a CQ (IMHO). It is simply the
first commit of some new function. Just to clarify the provisioning
request, the message included below is a result of following the process
and filling out the provisioning request form. I agree that the
workflow there needs to be improved but it is what it is now.

Hi Wayne,
It seems that it is really hard to keep track of everything that is
going on
at Eclipse, even for our Eclipse Evangelist ;-)
You found the component announcement (this is not only a notification
to the
EMO, but to all committers and members).
The NPPR is - to my knowledge - none public, but it happened on June 5
2008,
here is an excerpt:
Subject: New Project Validation Phase Provisioning Request Form
(technology.packaging)
Date: Thursday 05 June 2008
From: "Eclipse WebMaster (Automated)"
...
_____ Committers _____
1. This is the list of committers. They will be provisioned with
UNIX accounts after they have filled out the online and paper
forms and agreements.
2. [webmaster] Use this list to create the unix groups.
3. [EMO legal] Use this list to mark project leads.

_____ Initial CVS/SVN Components _____
[Repository Type: CVS]
* using existing CVS repository: /cvsroot/technology/org.eclipse.epp
* new committers need write access (probably unix group epp-dev?)

The code has been developed by the committers of the project (namely me)
during the last two weeks, thus we did not see any reason to submit a CQ.
All prototyping that we did before the component was started was
dumped. If
you still see the need for a CQ please let me know.
Saludos,
Jordi
