Yes, there is an effort to translate
OpenUP to Portuguese happening right now. 
As I've seen Brazilian contributors
working in this project so far, I'd assume the content is being translated
to Brazilian Portuguese, but nothing prevents contributors from Portugal
to chime in and help, eventually finding the commonalities and differences
as the translation effort goes.

Besides the Yahoo group Paulo mentioned
on previous email, there is a Bugzilla entry capturing the activities:

is there any efford to translate OpenUP to portuguese PT-BR?
I've saw in the cvs the directory OpenUP_PT. This directory is for PT-BR
(brazilian portuguese) or PT-PT (portugal portuguese)?
