EPF Composer 1.0 Milestone 4 release is now available for download at

http://www.eclipse.org/epf/downloads/tool/epf1.0_m4_downloads.php

Note that the library needs to be upgraded for use with this build and the upgraded library is not compatible with older versions of Composer. Please read the Release Notes on the URL above before downloading the tool.
