This is supposed to be a replacement for the associate sites feature,
contributing the same metadata to the repository, but not requiring a
separate file. Couldn't get it to work with p2 command line tools, no matter
what I tried, so it's not just Tycho. The p2 team was unresponsive when I
reported this issue.

No, it is not, even though the root element is still called site. But
site/@associateSitesURL doesn't exist anymore. Instead, there's
site/repository-reference/@location (as of Mars M3) -- but I still have
trouble getting that to work with Tycho. :-(
