You guys were right, the reference to serena is bogus.  There is something about 
the eclipse install provided to us by our contractor that is causing conflict. 
I was able to install egit/jgit on a fresh helios install.

So do you think that I should be able to grab the feature/plugin files that get 
generated by the install on my fresh helios version and put them in the dropins 
directory in my provided helios install?  Doing so failed to get eclipse to 
recognize egit (yes I restarted eclipse).   (I even tried editing bundle.info by 
hand to include what got added to bundle.info in the successful fresh helios 
install of egit).  This may reflect my lack of understanding of p2 and dropins.
