EE4J has, as a stated goal that the PMC "should represent the major open source contributors to the projects within the top-level project. Since Kevin Sutter's retirement, IBM, which is a strategic member of the Jakarta EE Working Group,  is not represented in the PMC. I would therefore like to propose adding Emily Jiang to the EE4J PMC.

I don't think Emily needs any further introduction, but here are a couple of points related to EE4J and Jakarta EE. She is a committer on a wide range of EE4J projects (check out here Eclipse Foundation profile below) and an active member of the Jakarta EE Specification Committee and Jakarta EE Steering Committee.
