[ee4j-pmc] Update ee4j parent pom to 1.0.7?

Hi,
We did the update
for the parent pom to 1.0.6 for the Nexus jakarta repository.  We
recently resolved an issue
related to the specification of maven plugin versions.
 So, the question is when should we do the 1.0.7 update to include
this?  Do we just periodically (once a month? once a quarter?) do
a new release with whatever Issues and PRs that have been resolved?  Or,
do we provide a new release with each Issue/PR on the discretion of the
submitter?  I think this update is a good addition and clarification
to have in place.  But, I don't want to jump the gun with 1.0.7 release
if there are other ideas in the hopper.

Thoughts?
