Re: [ee4j-pmc] [jacc-dev] Rename GitHub jacc project to authorization

One issue with doing
this move piecemeal is that we will no longer have a single parent github
organization to find all of the "Jakarta EE" specification repos.

Currently, I can
go here and search on "jacc" or "authorization" (eventually)
and I can find the repos associated with this name:
https://github.com/eclipse-ee4j

If we don't move
all of the Spec Projects at the same time, then we have yet-another-github
organization to query against:
https://github.com/jakartaee/

Although I like
the idea of moving the Spec Projects eventually, I would rather see us
do this all at once.  This splitting between two github organizations
could get confusing for end users.
