Describes the Specification Committee Votes process in that section. It is a simple majority vote process. If there is the possibility of a deadlock vote, we currently don't have a resolution mechanism. Perhaps that needs to be defined.

Reading this thread I think I have a better understanding now of how the process is expected to work. I think it has a good chance of working in practice, although as Greg mentioned I am not sure how well it will work if we ever end up with two opposing fractions that can't reach consensus.
