A committer election for Mark Struberg on project Jakarta Contexts and
Dependency Injection (ee4j.cdi) was started by Scott M Stark with this
criteria:

Mark Struberg has been an active committer and expert group member in the
past. He is a committer on the Apache OpenWebBeans CDI implementation. Mark
should have been on the initial committer list, but legal review issues
prevented that. It would be great to have him back onboard the project.
