The Wiki has moderation turned on, so that may be slowing you down a bit. The webmaster is pretty quick to deal with moderated requests.

The way to create a category is to just use it.

I've created the Jakarta EE category.

Any page that includes "[[Category:Jakarta_EE]]" (anywhere in the source) will automatically be listed on the category page.
