[ee4j-build] Bootstrap EE4J committers?

Happy New Year everyone! I'm thrilled that we have a completed agreement 
that allows us to proceed with our source contributions.

Normally, I'd direct this at Wayne, but I hear he's on a well earned 
holiday still....

Dmitry and I would like to be able to create the initial contribution 
submission forms but there are no ee4j sub-projects that we can create 
them under.

Our first two projects are: "OpenMQ" (OpenMQ) and "Eclipse Project for 
JSON Processing" (JSONP).

When either of us logs in to the Eclipse Portal, there we don't see any 
projects that we can access ipzilla through.

If we aren't following the correct procedure, could someone provide us 
additional hints? Otherwise, what is necessary to enable us to create 
these contribution forms and attach our ZIP files to?

Ultimately, we'd like to add a few more members of our team to work on 
the contributions, so if you would prefer to work off a list, we can 
provide that as well.
