[eclipselink-dev] Failing to build recent commits of Eclipselink master

Maven is failing to resolve the org.eclipse.persistence:eclipselink-testbuild-plugin:0.0.4 (or any version) when I attempt to build the latest versions of master (I'm currently relying on 
edc6e93a for working on master, so this is an issue with recent commits).  Checking out Maven Central, I do not see any assets with those coordinates.    Is there some external project a person has to build and install in their local .m2 repo?
