Well, while I agree with the general statement that the talks should do something with Eclipse or for Eclipse, I think that we should not try to derive the acceptance of talks from sponsors.
Many people go to conferences because they learn something new there. Sponsors go to conferences because they want to sell something or because they want to hire people or because they want to do the conference a favor.
As the PC I think we should make sure that we have a great program for a conference where we would want to go to. People will look at the program, not at the list of sponsors.
So on the concrete topic: I wouldn't care if we end up having a talk on Android or something else in the program, as long as there is a (strong) connection to Eclipse. As an example: "Building apps for Android" would not be enough. "Using the ADT to build Android Apps" might be.
FWIW, I would look at the sponsor profiles as a bit of guidance.
There's a number of Enterprise software companies, so I'd definitely
recommend a strong enterprise focus. There's strong modeling and
design sponsors again, so definitely recommend a strong focus
there. A number of tools/technology vendors (small and large), so
some focus there as well.
I don't really see any mobility interest showing up yet, so I
believe you are asking a very good question if there will be a
strong attendee profile for it beyond a passing interest.
