I would like to add a line to the EDP that states that a proposal is not
required in order to create an incubator project under an existing project. For
completeness, there are already words in the EDP that state that the new
subproject (incubator or otherwise) needs to fit within the scope of the
containing project.
Does anybody feel that a creation review is required? What is the value of a
creation review for an incubator?
