When I look at the icons folders in the Eclipse plugins today, it seems like
some have a codified approach: obj16, obj24, dtool, etool, wizban.

I can't find a documentation explaining those names, nor a process to determine
what should go where precisely.

If there is nothing in place, I'd like to bring this topic to the attention of
the Council and ask for some documentation about it, if necessary.

It is also possible that the icons folder layout is up to the committers of a
project and no actions should be taken.
