It's pure coincidence that I'm also Tools PMC which Buildship is part of - you can see it in "Project Hierarchy" at https://projects.eclipse.org/projects/tools.buildship that's why I'll jump in.
Now, itt's PLs that retire committers (and not PMC !) - you can read and follow the steps to retire committers as described in the EF handbook https://www.eclipse.org/projects/handbook/#elections-retire-cm
