[eclipse-pmc] Committer Election for Alexander Kurtakov on Eclipse JDT (

A committer election for Alexander Kurtakov on project Eclipse JDT (Java
development tools) (eclipse.jdt) was started by Jörg Kubitz with this
criteria:

Александър Куртаков [Alexander Kurtakov] is already a well
known committer in other Eclipse IDE projects.
I perceived him as very responsive, kind and helpful. Alexander Kurtakov
contributes to JDT since 2016.
He focused much on getting a stable build for the Eclipse IDE. Now he focused
on end-to-end support for new Java features in JDT. Ho cool is that!
