[eclipse-pmc] Requesting backport of [Bug 272076] [launching] always val

Dear PMC members,

I request the backport of Bug 272076, which turns on validation of
runtime configurations by default in PDE.

Missing dependencies in runtime configurations are a big hurdle for
new RCP and plug-in developers and this should help them to solve
these issues more easily.
