[eclipse-pmc] API Request: An action to command bridge for text

As part of the Menu Contribution plan item (bug 154130) I need to request
an API addition to support Platform Text.

GOALS/BENEFITS:
Platform Text currently uses internal API they wish to remove (and we
want to delete).  A new TargettedCommandAction class will allow them
to continue to use the functionality.

CORRESPONDING BUG:
[Contributions] Need EditorPluginAction and
ActionDescriptor.ATT_DEFINITION_ID as API

RISKS:
- this is new API, there are no risks

PERFORMANCE IMPACTS:
