The major cause of poor performance is the Atlantic pipe(s).

While I investigate options with our provider, perhaps it would be a good idea for European mirrors to rsync from UK mirror service (if that is OK with them).  You would likely get faster rsyncs and we'd save some bits from crossing the ocean.  UK mirror service could sync with us more frequently.
