Hi Thomas. 

In short, this is an Eclipse Foundation Board initiative.  That is, this has been a matter being dealt with by the Board of Directors for well over a year, and the Board has been in favour of creating the working group to support the Eclipse IDE.

So, in this case, the Foundation is acting on behalf of the Board, though to make it more concrete, we do have already a number of members committed to the working group.  

We acknowledge we are deviating from our formal process somewhat at inception, but this is really a step to align engagement and support of the Eclipse IDE to match our modified governance practices.  As one example, the Planning Council was originally framed in the Bylaws, but it was removed from them in October, 2020. Through the creation of the new working group, we can provide an "appropriate home" for it.
