[eclipse-dev] SWT Win - Request for help on themable scrollbars via https://git.eclipse.org/r/#/c/136091/

Friends of SWT,
Alexandr Miloslavskiy started https://git.eclipse.org/r/#/c/136091/
which would allow to theme the scrollbars under Windows. But as his
company already uses this patch (via a fork I guess), he seems to have
no interest anymore to polish / finish it and integrate into main SWT.
Having themable scrollbars under Windows is a big missing piece of our
dark theme story.
Could someone with SWT Win experience please try to finish this patch?
Providing a good dark theme is important for the adaption of the
Eclipse IDE for certain users.
