Hi,

I  recently noticed that not everyone in our team is aware of the
simplification the PMC decided upon in the past for our development
process.
Therefore, a small reminder of the simplifications the PMC decided
upon in the past for our development process:

1.) If someone changes a file, updating the copyright is optional.
2.) If you do a cleanup commit, e.g., fix a Sonar warning or compiler
warning or fix a type you do not need a bug reference.

We did this to make it easier for contributors and committers to work
with the code.
