I've opened following bug for tagging ...
so the plan for tagging, I propose, is "between 6/25 and 6/27".
Comment in the bug if that's not good.

I think safest to wait to "reopen master" until
officially released, which appears on track for morning of Wednesday, 6/25.

Technically, you probably could earlier next week (late
Monday or Tuesday, since we say Monday is last day to declare "emergency
stop ship") -- but you never know what emergency might arise that
makes us change the emergency rule (though, practically speaking, it would
have to be an emergency like we've never seen before, to change the plan,
that late in the game). 

We haven't set a date on when to "restart builds",
other than "after the Luna release", but you might want to follow
or comment in the following bug, if you have an opinion or some special
need.
