[eclipse-dev] Reminder: Enable API Tools

This is a reminder from your PMC that API
Tools must be enabled in all our projects (excluding tests and examples)
and the correct baseline be set in your workspaces. This applies to the
3.8 and the 4.2 development streams.

Check/enable API Tools on your projects:
1. select your plug-in projects in the
Package Explorer
2. context menu > Plug-in Tools >
API Tools Setup...
3. click 'Finish' to enable API Tools
on those projects which are not yet OK

The baseline is configured per workspace:
1. Window > Preferences > Plug-in
Development > API Baselines
2. verify that 3.7.1 is installed and
selected, add it if this is not the case
NOTE: 3.7.1 is the correct baseline
for 3.8 and 4.2 development.
