One more point, you also can refine this search by removing bugs with
obsolete patches...
Here's a query sample for JDT/Core component:
https://bugs.eclipse.org/bugs/buglist.cgi?query_format=advanced&classification=Eclipse&product=JDT&component=Core&bug_status=NEW&bug_status=ASSIGNED&bug_status=REOPENED&field0-0-0=attachments.ispatch&type0-0-0=equals&value0-0-0=1&field0-1-0=attachments.isobsolete&type0-1-0=notequals&value0-1-0=1
Note that if there are several patches attached to the bug, _all_ of them
need to be obsolete, otherwise, they'll still appear in the list...

This question has come up a few times recently, so I thought it worth
passing along: You can find all bugs that contain patches using the
"Advanced Searching Using Boolean Charts" option at the bottom of the
bugzilla query page. In the first radio box, select "Attachment is patch",
in the second box, select "is equal to", and in the third box type "1" (no
quotes). Note that "patch" is different from whether a bug contains
arbitrary attachments such as screen shots.
For example, here is a query for all open bugs with patches in the
"Platform" component:
