With M3 declared, we are ready to start
moving plugins to the new versioning scheme as outlined in the document
from Pascal (http://eclipse.org/equinox/documents/plugin-versioning.html)

  Plugins need to be changed in
order according to the dependency tree.  Over the next week or two
we will be contacting the plugin owners to update their manifests.  Generally
this will be updating the Bundle-Version and adding version ranges to the
Require-Bundle header.
