There is rhyme and reason behind this request with data to back it up.
Here is a sample test case showcasing how much of the total parsing of the
target platform by PDE to build its state is spent on converting plug-ins
that don't have manifest.mf

I'm curious as to the performance statistics the dynamic team has already
gathered in this area. What performance improvements have you seen? Could
you provide some numbers indicating what kind of effect this might have?
