[eclipse-dev] Encodings list in 3.1

One of the things that the platform teams need to address in 3.1 is that 
the list of encodings that the user can select needs to be in one 
extensible, public place that other plug-ins can take advantage of.

We are not sure if this list (and a possible extension point) should be 
added at the Core level or the Workbench level. As it is currently only 
used by Workbench (or Workbench dependant) code it would seem to be 
appropriate to do it at the Workbench level. However if this list is 
useful to RCP apps it may make more sense to have Core define it even if 
they do not use it.
