The project has now been versioned properly with the v20031027 tag (by DJ). It appears that the versioning somehow failed when I created the build submission. My workspace was incorrectly showing that the version existed, when in fact it did not.

Core team  please verify the map file entry for org.eclipse.core.variables.  It doesn't appear that the tag v20031027 exists for that project.
