[ecf-dev] REST abstraction proposal published

Hi @ all,
I published my proposal for the GSoC Project of my choice: REST
abstraction for ECF.
Please feel free to edit/remove/add things. I think this is a living
document until the coding period starts and not everything is correct
or needed at this point.
