A Committer election for Stefan Dirix on project Eclipse Theia (ecd.theia)

Stefan made some fantastic contributions to the project such as:
- The browser only mode of Theia
- Led the development of the new Theia AI feature

Aside from that, he also contributed various fixes and improvements to the
Theia framework.
