[ecd-pmc] Reminder to vote on the Committer Election for Simon Graband on Eclipse Theia

Voting will close on 2024-07-10 for the Committer election of Simon Graband
on project Eclipse Theia (ecd.theia).
Criteria:
Simon Graband has been involved in the Eclipse Theia project for quite a
while now and has accumulated a respectable amount of good contributions to
the project.
He has shown great technical proficiency by contributing larger features such
as the editor tab preview and the accessibility VS Code API.
He is also very involved in the development and maintenance of the Theia
Cloud tooling, that is becoming more and more popular among adopters of the
Theia framework.
It is my pleasure to nominate Simon as a committer on Eclipse Theia.
