[ecd-pmc] Committer Election for Johannes Faltermeier on Eclipse Theia h

A committer election for Johannes Faltermeier on project Eclipse Theia
(ecd.theia) was started by Rob Moran with this criteria:

Johannes works at EclipseSource and has been supporting the development of
the Theia standalone application `theia-blueprint`.
He has already made an impact on the project, taking over primary development
from myself.

Of note, Johannes has added an updater to the project as well as structuring
it for branding.

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Johannes as a committer on Eclipse Theia.
