My first thought is: what is the relationship between the individual and the team?

Are they somebody who is trusted by the vendor neutral project team? If so, how did they earn that trust?

That we have no means for some random individual to be appointed as the person who manages the issues for a vendor neutral open and transparent meritocracy-based open source project is actually a feature of the process, not a bug.

Recently we had a case on one of the projects under ECD umbrella about a committer election where the project wanted to have a committer for the purpose of managing the issues. 

I think this need comes from the fact that GitHub issues can not be managed by non-contributors. We have approved this committer election because we can not provide a solution

Going forward, is there anything on the horizon that will help with the situation? Some projects use GH bots to listen for slash commands to manage the issues. Is this something that
may work with Eclipse projects in general.
