This is really up to the project team (or the PMC in the case of a top-level project).
One thing that can be a little weird (for Top Level Projects) is that you need to be a committer to actually merge and it's not always the case that PMC members are committers. Since Top Level Projects don't tend to own code, and only need
committers for (generally) rare updates to the website, it's not uncommon for Top Level Projects to find themselves with no current committers.
I believe that ECD is in this state. I can appoint PMC members as committers; let me know what you want to do (e.g., just make all PMC members committers, or pick some).
