A committer election for Casey Flynn on project Eclipse Theia (ecd.theia) was

I'd like to propose Casey Flynn as a committer to the Eclipse Theia project.
Casey has contributed a big change to the way editors are opened in different
scenarios [1] and will help maintain that change along side other
contributions.
