[ecd-pmc] ECD PMC lead changes

Hey Wayne!
As briefly discussed upfront, the PMC lead for the ECD top level project is changing. We elected Nedelcho to be the PMC lean in todays call.
Would be great if you could trigger the board approval process. Would that be possible?
We also decided to rotate this role among the PMC members every 6 month… :-)
We also decided to let Gorkem represent the ECD project on the Architecture Council. He is on the Architecture Council anyway, so not a big change.
Do we need to trigger any additional process for that?

P.S.: My presence on the Architecture Council was based on the representation of the ECD project in the past, therefore I expect me to formally leave the Architecture Council (since I am not the ECD representative anymore). I would still be interested to stay on the council. Would I need to get a new invite for that from someone? Just asking… ;-)
