[ecd-pmc] Build dependency for Che

Dear PMC,

As part of the IP process, the PMC is required to discuss and vote on the designation of "Test and Build Depencies”.

We previously listed all the dependencies used to run tests and build Che with the following CQ https://dev.eclipse.org/ipzilla/show_bug.cgi?id=10825 and https://dev.eclipse.org/ipzilla/show_bug.cgi?id=12330.

We are now having documentation generated with Jekyll. 

The documentation is written in markdown on the Che repository. It allows everyone from the community to edit and contribute to the Che’s docs. 

We are using Jekyll to generate a static website based from the markdown docs. We then integrate the docs in the product.
