The primary purpose for the upgrade on the version of these dependencies is that GWT 2.8 allows for the usage of Java 8 syntax when coding GWT components.

We previously listed all the dependencies used to run tests and build Che with the following CQ https://dev.eclipse.org/ipzilla/show_bug.cgi?id=10825.

We are upgrading the version of GWT to 2.8.0 and some dependencies, that we are using strictly to run tests and build Che itself, need to be upgraded as well. Those dependencies are not redistributed. 
Below are the dependencies required by Che as test-build only dependencies:
- gwt-dev 	2.8.0   http://www.gwtproject.org/      Apache 2.0
- gwt-elemental   2.8.0   http://www.gwtproject.org/      Apache 2.0
- gwt-user        2.8.0   http://www.gwtproject.org/      Apache 2.0
- lib-gwt-svg     0.5.12  https://github.com/laaglu/lib-gwt-svg   LGPLv3
