I would like to nominate Olivier Thomann as a committer for Orion. 

Olivier has been a committer for a long time on the eclipse platform,
specifically in JDT and API Tools, where he's gained a deep understanding
of what it takes to make great language tools. For the last month he's been
actively working and relentlessly submitting patches and requesting reviews
for Orion's
JavaScript tooling. 

In particular, he's provided two very significant fixes, one for creating a
new ESLint Tern plugin and one for updating to the latest ESLint. He has
also fixed many bugs and provided new ESLint rules and quick fixes.

I look forward to his continued contributions.
